A Senate hearing in Shepparton, in northern Victoria, has cast doubt over where water savings from the north-south pipeline will be allocated if savings targets are not met.

Plug the Pipe campaigners have presented leaked government documents which suggest data was changed so the north-south pipeline project would appear to achieve greater water savings.

Under the controversial scheme, the savings will be shared between Melbourne, irrigators and the environment.

But senators have questioned which will be the priority if the promised 75-billion litres in savings are not achieved.

The state government has declined to attend today's hearing.
